Peptide lip treatments, and the ingredient that actually holds
Lips have almost no barrier of their own, so what fixes them is occlusion. The peptides are riding along.

Testing. I use this one. Smooth and hydrating, with a creamy cushion feel, and it is good on dry lips. That is my experience of it rather than a verdict — a verdict needs months and a repurchase, and when it earns one this page will say so and date it. What follows is the part I can show you my working on.

Lips are not skin, quite. The vermilion has a much thinner stratum corneum than your cheek, no sebaceous glands worth the name, and no sweat glands. It loses water several times faster than the face around it.
That single fact explains most of what does and does not work on them.
Chapping is a water problem
A dry lip is a lip losing water to the air faster than it is being resupplied. Everything that helps is helping with that: slowing the loss, or covering the gap while the tissue underneath catches up.
Which is why the ingredient that matters on a lip product is almost always an occlusive — a wax, a butter, a petrolatum — something that physically sits on top and holds water in. It is unglamorous and it is the active part.
Where peptides come in, and where they do not
Peptides are short chains of amino acids. On skin, some of them have decent evidence for signalling effects over weeks of use.
On lips, in a balm, in a formula you eat and lick and reapply through the day, the exposure is brief and the barrier they would be signalling through is mostly absent. It is a difficult place to make a case for them.
What a peptide does reliably do in a lip product is give it a name. That is not a reason to avoid it — a peptide balm that is also a good occlusive is a good balm — but it is a reason not to pay for the word alone.
How to tell in a day
Lip products are the fastest category there is to judge, which makes them a pleasure after months of waiting on retinoids.
Put it on and do nothing else. If your lips feel comfortable an hour later, and still comfortable when you next think about them, it works. If you find yourself reaching for it every twenty minutes, it is evaporating off and you have bought a habit rather than a fix.
The one genuine trap
Some lip products contain menthol, camphor or phenol. They feel like they are doing something because they produce a tingle, and the tingle is irritation. Irritated lips feel dry, so you reapply, which irritates them further.
If you have ever felt you were addicted to a lip balm, that loop is usually why, and switching to something inert breaks it in a few days.
What flavour is for
Nothing, medically. It is for whether you will actually use it, which on a product that only works while it is on your lips is not a trivial consideration.
A balm you like the smell of and reapply is better than a superior formula you leave in a drawer.
